In India, the Chief Election Commissioner, JM Lyngdoh, announced on October 28th that elections in Gujarat would be held in a single phase on December 12. Counting in the state will take be on December 15. Narendra Modi---the Gujarat Chief Minister, and the Congress welcomed the announcement.

The Congress and the People's Democratic Party (PDP) came to an agreement about the Chief Minister post. The Congress has agreed to allow Mufti Mohammad Sayeed to become the Chief Minister. The Jammu and Kashmir governor, G S Saxena, invited Sayeed to form the government and is expected to take the oath on November 2. Mufti addressed a rally on Monday, October 28th, and promised a clean administration and an honest ministry. Vajpayee and the Congress have offered their cooperation to the new government.

Regarding the release of Cauvery water from Karnataka to Tamil Nadu, The Karnataka Chief Minister, S M Krishna tendered an unconditional apology to the Supreme Court for not releasing water. Though violence continued in Karnataka, water was released to Tamil Nadu.

The Supreme Court ruled on October 31, that aided minority institutions would be subject to minimal regulatory measures by the state.

Moving on to the other side of the globe, President Bush is on a five-day, 17-city political tour, campaigning for candidates from his Republican Party who face a close race in Tuesday's national congressional elections. Republicans hope the President's popularity ratings could translate into voter support for Republican candidates in key races.

The two sniper suspects have been linked to killings in Louisiana and Alabama. Investigators are looking into other unsolved murders across the country.
